Safe standing revisited

FA backs safe-standing proposals in Premier League and Championship

Why isn’t it starting in the lower league’s where the gate’s are much smaller in comparison so would create less of a safety issue surely ?
Standing in English football’s top two divisions was outlawed by the Football Spectators’ Act in 1989.
It came following recommendations made in the Taylor Report into the Hillsborough disaster, which claimed the lives of 96 Liverpool fans.
Wasn’t this problem created by the Police and ground’s security not keeping a proper count of how many supporter’s they were allowing to enter that particular stand ?
The same problem would occur if thousand’s of extra Fan’s were allowed to enter seated area’s wouldn’t it ?
I think ground’s of any size will have safety issue’s if not Policed properly , and accurate capacities to stand’s adhered to , so why just look into it for the top two again ! :roll_eyes:
